  • Not how many cattle are in the country, but where the land supports dairy versus beef.
  • Not how many churches or cultural communities there are, but how far people travel to reach them.
  • Not how large the national total is, but whether the relevant service sits on a highway, a ferry route, or behind a mountain pass.

That shift in thinking matters because New Zealand punishes averages. A national figure can hide a remote district that depends on a single road, a single clinic, or a single freight corridor. It can also hide a city suburb where multiple services overlap so tightly that one neighborhood has access to more facilities than an entire rural region.

The country becomes easier to understand once totals are treated as the beginning, not the answer.
